THE UNIVERSITY OF TOLEDO located in Toledo, Ohio, is accepting competitive sealed proposals from qualified companies to provide Commissioning Authority services during the pre-construction, construction and post-occupancy turn-over phases for the Phase 2 – ABSL3/BSL3 portion of the Health Education Building HEB Biomedical Research Facilities Renovations. The objective of this procurement is to establish a contract with a consultant to provide the required services to ensure and document that the project is designed, installed, and tested to meet UToledo’s and Centers for Disease Control & Prevention (CDC) requirements, and the design intent. The Health Education Building HEB Biomedical Research Facilities Renovations project is partially funded by a National Institute of Standards and Technology (NIST) grant. The scope of work for this awarded construction project will (1) Expand the University of Toledo BSL-3/ABSL-3 facility into adjacent DLAR space, creating 3 new biocontainment suites and additional new BSL3/A-BSL3 space. (2) Renovate the existing BSL3/A-BSL3 space and associated entry/exit into 3 new biocontainment suites for non-Select Agent research and create a new shared entry/exit space for both Select Agent and non-Select Agent BSL-3/ABSL-3 spaces. Project Design Drawings are attached as Exhibit C. Please refer to CDC Policy and Inspection Checklists for BSL-3/ABSL-3 attached as Exhibits D, E, and F. Construction of Phase 2 work is scheduled to begin June 30, 2025 with a completion date of September 30, 2025. An evaluation of the construction and mechanical/control design of this phase will be required by the Commissioning Authority prior to the start of construction.
