Vendor will assist the Cuyahoga County Board of Elections ("CCBOE") by providing 1 uniformed and armed security officer at the CCBOE Administration Building during Early in Person (EIP) voting days. This assignment will begin on Tuesday, October 7, 2025 and end on Sunday, November 2, 2025. Each shift starts 15 minutes before voting opens, and ends when voting closes for the day. The security schedule is provided on the next tab of this file. Written instructions will be provided by the CCBOE prior to the start of the services. Please note that the hired officers are expected to be active and engaged, and they should work to maintain a safe and orderly environment for voters. In addition to being present, officers must actively coordinate with CCBOE staff and law enforcement to anticipate issues and work to resolve them; thereby creating a smooth, secure voting experience for all. Responsibilities Include: • Ensure campaigners follow electioneering rules. • Report suspicious or criminal activity to Sheriff’s Office personnel and/or other relevant authorities. • Assist voters on foot and in vehicles with directions to the early voting location and voter parking areas. • Assist with general observation and the safety of individuals in line to vote. • Assist with facilitating safe and fluid traffic flow in the 1803 Superior Avenue parking lot. • Work with Cuyahoga County Sheriff’s Office personnel as needed. • Other duties as required. Assignment will primarily be outdoors. Officers must be prepared to work in any weather condition. Shifts: 1 officer will be required to be onsite at all times. Days exceeding 10 hours may be broken up into 2 shifts. Breaks: CCBOE and Vendor will determine break options upon award. Additional Officers: The CCBOE may decide that at certain times additional officers are necessary. A 10% contingency will be added to the bid total in case of an additional need. Additional officers shall be billed at the same bid rate as the initial officers. If 10% is not enough to cover additional officers used, the CCBOE and vendor may agree to amend the PO to include the additional cost. PISGS License: The selected vendor must be a licensed PISGS provider through Ohio Homeland Security. Each officer used must maintain an active PISGS registration and have their registration card on them at all times during the shift. A copy of your company's PISGS wall license must be submitted with your bid.
