2.1 The City of Columbus intends to secure an Automated Testing Software tool that will improve and expand the efficiency and efficacy of the City’s review and validation of enterprise financial systems including Microsoft Dynamics 365 Finance and Operations, Microsoft Dynamics Commerce, Dayforce, and GENTAX. Dynamics 365 Finance and Operations is the ERP for the City and is used city wide for critical functions including accounting, accounts payable, budget control, budget planning, fixed assets, procurement, project and grant accounting, sealed bidding, and vendor collaboration. Some agencies across the City also use it for accounts receivable and point of sale. It is the source of data for most of the City’s official financial reporting. Dayforce is the City’s Human Capital Management system. It is utilized for benefits administration, employee self-service, onboarding, payroll, personnel, time & attendance, and workforce management. Municipal Clerk and Municipal Courts offices also use it for Recruiting. GENTAX is the tax revenue system for collecting corporate, individual and withholding as well as excise taxes such as hotel & motel and short-term rental taxes. It consists of the Columbus Revenue Information Service Portal (CRISP) external portal and an internal Columbus Application for Revenue and Taxation (CARAT).
