1. Compile and study the myriad of interconnection, zoning and permitting processes locally and statewide for deploying residential solar; 2. Provide recommendations for consideration by the Authority and relevant partners to ease access of and reduce time in the installation process; 3. Evaluate new innovative processes and technologies to streamline the local permitting and interconnection process for solar, such as SolarAPP+; 4. Identify best practices that can streamline permitting processes; 5. As directed by OAQDA, coordinate incentives and technical assistance to work with local partners (e.g. utilities, local governments) involved in the interconnection and permitting processes to explore, test and adopt new or improved processes, policies and/or technologies to make accessing and installing solar easier and safer for residential households; 6. Assist in technical assistance provided by the Authority, its selected professional service partners and federal National Renewable Energy Laboratory to local governments and other partners during the pilots of solar installations occurring later in 2025 and early 2026. Anticipated technical assistance includes, but is not limited to, working directly with local partners to address technical, administrative, policy, and educational barriers and the development of tools and resources to support local partners; 7. Maintain exceptional project management demonstrated with clear internal communication, experience and longevity of assigned personnel, efficient administration of team to deliver results, positive working relationship with Authority board, leadership, and employees, and ease of cooperation with professional service providers engaged by the Authority; 8. Work cooperatively with other selected applicants or professional service providers engaged by the Authority, as directed by the Authority.
