Specifications include, but are not limited to: Scope of Services and Emergency Responses 1. Contractor shall respond to all aircraft emergencies of any type occurring on Port Columbus International Airport property, as well as, to any incident or emergency as defined in the FAA approved Airport Certification Manual, Airport Emergency Plan, or which the President/CEO (or his/her designee) may designate. 2. Contractor ARFF functions shall include, but not be limited to: - Aircraft related emergencies, accidents, and incidents - Personal injury/illness - Bomb threats - Disabled aircraft - Structural fires - Natural disasters - Civil disturbances - Radiological or nuclear incidents - Incidents involving potential weapons of mass destruction - Hijack or sabotage incidents 3. Contractor shall operate Authority ARFF vehicles and equipment to comply with the response requirements as contained in 14 Code of Federal Regulations Part 139. 4. When responding to emergencies on the Airport, Contractor will implement and utilize the National Incident Management System (NIMS). 5. Upon receipt of notification of an emergency situation, the Ranking On-Duty ARFF Supervisor will ensure that the following tasks are accomplished as necessary: a. Rescue operations b. Protection of exposures c. Confinement of fire d. Service and return of firefighting equipment to readiness e. Securing and preservation of the scene for investigatory purposes f. Completion of required reports 6. All ARFF apparatus, equipment, and staff will be utilized in the most advantageous manner to preserve life and property, and to control and/or extinguish fires. - The work of Contractor in these situations will be without interruption until the incident has been controlled, regardless of normally scheduled working hours or holidays - Port Columbus International Airport management will be kept informed of the status of all responses according to the protocols provided by the Authority Contract Administrator. 7. The Contractors primary responsibility is aircraft rescue and fire fighting activities. All other responses and services will be accomplished provided that they do not in any way interfere with the capability to respond to an aircraft emergency.
