On behalf of the Minnesota Retirement Systems Building (RSB) Facilities Management Committee (FMC), Minnesota State Retirement System (MSRS) is working with the Minnesota Department of Administration to solicit responses for Cafeteria and Catering Food Service. The purpose of this Request for Proposal (RFP) is to solicit responses and Contract with a Vendor(s) to provide a partnership between the Minnesota State Retirement System (MSRS) and a Contractor for a well-rounded, innovative food service program for Cafeteria and Catering Services at the RSB. RSB tenants do not currently have cafeteria services in the building and there are no restaurants, delis or cafés within a half mile. Elements of the food service program should include, but not be limited to, presentation, promotion, sustainability, trends and innovations, nutritious food choices, quality ingredients, good customer service and menu variety and catering. Menu items should include nourishing, appealing and good tasting food; healthy alternatives, use of quality ingredients, and perceived customer value. The Contract Vendor will provide weekday lunch service for up to 400 employees, up to 200 weekly building visitors that attend weekly training events, and visitors to Secretary of State Business Service. The number of the service days will exclude all State Holidays: New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, and Christmas Day.
