The Stormwater Management Utility (SMU), a division of Greater Cincinnati Water Works (GCWW), operates and maintains the City’s public stormwater collection infrastructure and in doing so provides flood protection for its customers. The Cincinnati Municipal Code (CMC 720-27) states that the deputy director of stormwater management utility shall establish and maintain a master plan for a stormwater system designed to handle the stormwater runoff. In 1988, the City of Cincinnati and the Hamilton County Board of Commissioners jointly undertook the development of a Stormwater/Wastewater Integrated Management (SWIM) Plan. This study led to the creation of a City of Cincinnati Proposed Stormwater Management Plan which included a summary of major and minor stormwater improvement projects. Additionally, the Management Plan discussed the natural geography, land use and population characteristics of Cincinnati, the historic development of Cincinnati’s stormwater system and stormwater management program, types of solutions available to correct stormwater deficiencies, and the role of combined sewers and storm sewers within the City. As it has been over three decades since a strategic framework for stormwater management was established, SMU now sees the opportunity to update and modernize its approach to stormwater management to ensure continued safe, reliable, and effective stormwater services for the City. The City experiences periodic overland flooding at various locations. SMU is seeking proposals for a Stormwater Management Master Plan to manage overland flooding locations throughout the City. In addition to overland flood mitigation, SMU would like to explore how to potentially integrate other elements/benefits of stormwater management such as water quality, ecology, biodiversity, green infrastructure, etc. into a comprehensive strategy as part of this master planning exercise. The Offeror shall perform an assessment of the stormwater collection system through an environmental justice and equity lens with an emphasis on those neighborhoods that are identified as the most underserved and vulnerable. The master plan is intended to serve as a strategic planning framework for SMU that addresses current and future needs. The general structure of the plan shall include, but not limited to the following tasks: 1. Background Information Review 2. Overland Flood Analysis 3. Stormwater Management Evaluation and Mitigation Alternatives Assessment 4. Alternatives Evaluation and Recommendations 5. Water Quality Strategy 6. Innovation Strategy
