The City is seeking a firm to collect automated pavement condition data for roads within the limits that the City maintains. The awarded contractor shall provide the following: • Data quality management plan (DQMP) including equipment calibration and verification plan • Automated measurement of pavement condition data, including: o International Roughness Index (IRI) with equipment meeting ASTM E950, ASTM E1926,and AASHTO R56 o Asphalt surfaces: bumpiness, rutting, cracking (transverse, longitudinal, alligator/pattern, block cracking), raveling, patching, potholes, sinking/depressions, joint seal damage o Concrete surfaces: faulting, cracking (durability, linear, corner breaks), patching, corner spalling, sinking/depressions, joint corner spalling, and assessed slab count o Total crack length and average crack width must be measured and severities assigned per ASTM D6433 o PCI must be calculated for the above distresses following ASTM D6433oCrack density, Pavement Surface Cracking Metric (PSCM), and Pavement Surface Cracking Index (PSCI) must be calculated per ASTM E3303 • Curb and Gutter Inventory o Granular rating location & length of defects requiring replacement, if technology exist –gradient for adequate drainage conveyance o Type (straight curb, concrete C&G and gutter pan width, mountable, etc.) o Condition: crack, chip, missing piece, elevation offset, joint damage, sinking/heaving, deterioration • Crossfall and grade • GPS coordinates and date-time associated with all data streams • Data summarized and aggregated to block-to-block segments according to provided City GIS • Asset inventory from right of way (ROW) images
