Specifications include, but are not limited to: OPERS is seeking a third party vendor to conduct a Board Election for three (3) Board seat categories that are up for election in 2013 and four (4) Board seat categories that are up for election in 2014. The election method to be used will be a blended interactive voice response (IVR) and paper ballot. OPERS is also seeking a separate quotation to provide an additional internet based response method. An internet based response method is a requirement. OPERS may or may not choose this option. Vendors will provide voting services for the 2013 and 2014 OPERS Board elections as follows: 1. Collect votes, including electronic votes using an IVR system and paper ballots. 2. Provide the option of collecting electronic votes via the internet. 3. Provide copies of generic paper ballot materials and audio recordings of phone script samples to OPERS for Board review/approval. 4. Provide internet voting samples, including a step-by-step outline of the internet voting process, to OPERS for Board review/approval. 5. Provide copies of all actual paper ballot materials and audio recordings of phone script to OPERS for review/approval. 6. Provide actual internet message samples to OPERS for review/approval. 7. Print and distribute all election ballots and instructions to eligible OPERS members. OPERS requires rotation of the candidate names on the paper and electronic ballots. OPERS will provide the vendor with an address file. Vendor will scrub the data assuring compliance with U.S. Postal address hygiene requirements and first class, pre-sorted postal rates. All mailings associated with the election process are to be mailed at USPS first class, pre-sorted rates however, OPERS may choose to mail the ballots via standard mail
