The Department of Veterans Affairs (VA), Network Contracting Office 20 (NCO 20), is conducting market research on behalf of the Western States Network Consortium (WSNC) to identify potential contractors capable of providing Medical Gas System Inspection and Services to VA medical facilities and clinics.
The WSNC is comprised of Veterans Integrated Service Networks (VISN’s) 17, 19, 20, 21, and 22. A full list of WSNC-area facilities can be found at this link: Interactive US Map - Locations (va.gov)
VISN 17: Texas, Eastern New Mexico.
VISN 19: Montana, Wyoming, Eastern Idaho, Eastern Nevada, Utah and Colorado.
VISN 20: Oregon, Washington, Idaho and Alaska.
VISN 21: Northern California, Nevada, Hawaii Islands, Philippines Islands, Guam and American Samoa.
VISN 22: Southern California, Arizona, New Mexico, Southern Colorado
To be considered a responsive and potential source, interested parties shall provide a capabilities statement containing the following information:
- Business name, address, point of contact, phone number and email address.
- Business size, type, and SAM Unique Identifier Number.
- Affirmation that the vendor is capable of performing in accordance with the attached Performance Work Statement.
- Schedule of Pricing.
- Vendors must be able to provide service for a significant portion of the WSNC catchment area. The vendor shall identify which locations they can service with their existing capabilities.
Technical Capability & Compliance
- What ASSE 6000 series certifications does your company currently hold?
- Can you confirm your ability to comply with NFPA 99, Joint Commission, and VHA Directive 7515 requirements?
- Are your personnel OSHA 10-hour certified and trained in NFPA 70E and NEC standards?
- Describe your experience with inspecting and maintaining medical gas systems in healthcare facilities.
- Have you previously worked with VA or other federal healthcare systems? If so, please provide examples.
- What is your standard process for documenting inspections and test results?
- Can you provide a sample of a previous inspection report that includes inventory, findings, and compliance statements?
- Do you have the capacity to meet the emergency response times outlined in the PWS (3–6 hours based on location)?
- How do you ensure 24/7 availability for emergency service calls?
