Specifications include, but are not limited to:The purpose of this Invitation For Bids is to establish a contract to provide unarmed, uniformed security services for the Department for the Blind and Vision Impaired and the Rehabilitation Center for the Blind and Vision Impaired, agencies of the Commonwealth of Virginia. SCOPE OF WORK A. The Contractor shall furnish all labor and supervision to provide security services to the agencies' facilities listed on Attachment E and the approximately 42-acre grounds on which they are located. B. The objectives of the contract are to provide protection against damage or loss from vandalism or theft, to provide building, vehicle and equipment surveillance, and to maintain a secure environment for blind customers and all staff of the Agency by monitoring, guarding, and patrolling Agency buildings, grounds, and other properties. C. The Contractor shall be responsible for providing qualified, experienced, state-certified, personnel of the appropriate types and skill levels required to accomplish the work. Personnel must clear a State Police background investigation, at the Contractor’s expense, prior to placement or furnish proof of current clearance. The Contractor shall insure that guards carry no weapons of any description while on duty. The Owner reserves the right to reject Contractor's service personnel who, in the Owner's sole judgment, are not adequately qualified to perform the work. D. The Contractor shall provide personnel able to speak, write and read English proficiently and to follow written instructions. Multi-lingual skills are preferred, but not required. Personnel are expected to be able to perform all duties as assigned. E. The Contractor shall provide personnel who are familiar with the contract scope of work, specifications and limit the amount of staff turnover to the greatest extent possible during the contract to reduce costs required to retrain staff and retool doors and access systems. F. The Contractor shall provide guard(s) on typical 8-hour shifts to cover service for twenty-four (24) hours per day, 365 days per year, including Holidays. Personnel shall not leave the Agency property during any shift. Breaks shall not exceed 15 minutes. G. Security guard(s) shall report promptly and in condition to perform their duties effectively. Security guard(s) must be well groomed, present a professional appearance, and shall be alert at all times; and shall check in and out with the Dorm Supervisor and maintain communication whenever leaving their assigned work station. Security guards must be able to communicate with Agency supervisor via radio and cell phone at all times. H. Security guard(s) will be required to monitor and operate a computerized security system at the security work station and respond as needed. Each Security guard shall prepare a written report (format to be approved by DBVI Facility Manager) of exterior security light fixtures that are inoperative and activities/events to the Building and Grounds Facility Manager at the end of each shift.
