TARGETS LAUNCH LOCATION REQUEST FOR STAMENT OF CAPABILITIES (SOCS)
The US Space Force (USSF), Space Systems Command (SSC), Assured Access To Space (AATS), Small Launch and Targets Division (AAMX), Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM is interested in obtaining a Statement of Capabilities (SOC) to understand which US launch locations support the requirements specified in the Background. Responses to this request for information (RFI) will be considered in the Government’s development of acquisition strategies.
Background:
The primary purpose of this request for information is to determine feasibility of a launch location for delivering targets into a ballistic trajectory. The Government is looking to understand which US launch locations are able to support the following requirements:
- All target vehicles must ground launch at 110–220-degree azimuth into Broad Ocean Area (BOA) south of the Aleutian Islands to align with additional mission requirements.
- Debris patterns from target impact will likely occur at an altitude of between 120 km and 200 km and must align with environmental regulatory requirements.
SOC Guidelines:
The Government is requesting interested launch locations respond by submitting a SOC summarizing their overall ability and approach to meet the specific requirements. The RFI objective is to assess established launch locations to determine if they meet the necessary requirements for the mission set described in the Background.
In addition to addressing the requirements listed above, please provide the technical capabilities of the launch location, including but not limited to:
(A) Trajectory capabilities. Describe the azimuths that the launch location supports without additional maneuvering made necessary. Discuss any relevant limitations to reaching specific azimuths.
(B) Resource availability. Describe the current capabilities that your launch location includes, and rationale for why it would meet the above Background requirements. In your description, discuss current infrastructure to include but not limited, power, environmental conditioning, fuel storage, integration facilities, flight termination systems (FTS), radar systems, command and control (C2) infrastructure, current communication security (COMSEC) plans, roads, lodging, etc. Include a summary of current Environmental Approvals (EAs) and any issues associated with those EAs, to include a path to resolution.
The SOC must be submitted within 10 calendar days of posting this RFI and is limited to 10 pages, size 11 font with 1” margins. All replies to this synopsis must reference Targets Launch Location SOC. Submit only unclassified and non-proprietary information if possible. If proprietary information is deemed essential, all proprietary information should be clearly marked and associated with restrictions on Government use identified. Note: Both Government and Contractor personnel will be utilized for SOC evaluation. If proprietary information is deemed essential, Non-Disclosure Agreements will be executed. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this solicitation. The Contract Opportunities, www.sam.gov, will be the primary source of information for this acquisition. All responses shall include company size status under the North American Industry Classification System (NAICS) code identified below.
