THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement for TF-40 Disposal.
Two (2) TF-40 Gas Turbines were received for Demilitarization (DEMIL) processing in September of 2023.
- Turbines were delivered as Beyond Economical Repair (BER) requiring DEMIL processing
- Due to the severity of the corrosion, both containers are considered BER.
Normal DEMIL processing for TF-40 turbines include the following steps:
- Removal of all exterior electrical harnesses
- Removal of all exterior tubing and hoses
- Subsequent draining of all residual fuel oil and lube oil
- Separation of the gas producer and gearbox assemblies
- Draining of residual lube oil from gearbox sump
- Completion of a Drain and Purge statement (per DLA requirements), Material Disposition Authorization form, and transfer of custody to C1072 for DRMO action.
Upon receipt of the 2 TF-40 turbines and containers, an inspection of the containers was completed, and both were found to have severe corrosion, metal fatigue and openings in the structure (Fig. 1 and 2). Once opened the conditions found were standing water in the lower container halves and severe corrosion (Fig. 3 and 4).
The turbine assemblies, harnesses and hoses were covered in mold (Fig. 5 through 8). Also noted was the obvious aroma of mold.
Container lids were reinstalled.
Because of the above listed conditions found, DEMIL processing could not be completed. Drain and Purge statement could be completed which restricts DRMO processing.
A complete destruction or mutilation of both turbines (2) and both containers (2) is required based on the information provided above. Requesting certification of complete mutilation of all material, no material may be reused in any form pertaining to Gas Turbine components.
Turbines and containers are currently located in Philadelphia PA, in NSWCPD custody.
Requesting vendor pick up of material within 30 days and certificate of mutilation within 60 days of receipt.

SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide the required items to meet the needs of the Government. Responses shall discuss how your product/service will meet the requirements.
Responses are not to exceed two (2) pages. Responses shall be in electronic format. A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this RFI and points of contract (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count.
