This is a Request for Information (RFI)/Sources Sought announcement only. This is not a solicitation announcement. Requests for a solicitation will not receive a response. The purpose of this announcement is to gain knowledge of potential qualified contractors interested and capable of providing a cardboard compactor and corrugated cardboard recycling services for the Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) facility located in Shawnee, Kansas. (Kansas City area). The CMOP facilities process high volume, outpatient mail prescriptions for Veterans. This RFI/Sources Sought is part of the market research being conducted to locate qualified, experienced, and interested potential sources for supporting the CMOP. The Government will determine whether the requirement warrants any type of set asides. For this RFI/Sources Sought announcement, the North American Industry Classification System (NAICS) code is 562111 / $47M. Summary of Services being Sought The contractor shall provide leasing all supplies, materials, equipment, transportation, maintenance and labor to perform the task stated in accordance with the schedule and guidelines established by Federal, State, and local laws and Institute of Scrap Recycling Industries (ISRI) guidelines and ordinances. No hazardous medical waste removal will be required. A minimum 40-yd self-contained compactor shall be required for use in the removal of cardboard from facility to include hydraulic pump assembly and containment vessel for possible spillage of hydraulic fluid, should leaks occur. Contractor shall be required to provide a platform type, walk on hopper with side safety rails and access gate interlock. All sides of platform shall be secured in a manner where there will be no possibility of slip/trip/fall incidents and shall be boxed in so that no unsafe gaps are present within the boundaries of dock area. The Government will be responsible for providing power to the location of the compactor, as well as providing for a disconnect switch to be placed in the required area for use. It would be the preferred method to have a replacement container placed when servicing compactor box, so that there would be no loss of use and cardboard would not stack up in facility while awaiting the return of the receiver box on the compactor. Contract shall consist of initial year and up to four (4) option years to make up a contract period of five (5) years. Additional Contractor requirements Preferred hours of operation would be M-F between 8 a.m. and 2 p.m. and will not fall on Federal holidays. The Contractor shall participate in marketing recyclable cardboard to recycling centers. The VA Shawnee CMOP shall receive the proceeds from the recyclable corrugated cardboard containers under the provisions of FMR 102-38.295 for the specific purposes listed in Public Law 107-67.
