Specifications include, but are not limited to: The services of the Consultant shall generally consist of providing expert professional project and program support services for the Project, working in support of the Authority. The Consultant shall support the Authority to manage the technical work for the Project, including all analysis, public hearings, documentation, and filings required by NEPA, which shall be performed by a technical consultant (“Technical Consultant”) under a separate agreement. As described in more detail below, these tasks include, but are not limited to, scope management, quality control, change order management, and other support services. As directed by the Authority, the Consultant shall also provide programmatic support services to the Authority’s CHFP on an as-needed basis. The Consultant’s Tasks may include, but are not limited to: TASK A: PROJECT SUPPORT Provide one (1) individual, hereby referred to as “Consultant Manager,” to support the Authority on a day-to-day basis on all aspects of Task A, as described below: 1. Document Review: Review studies and reports previously completed for, and in support of, the CHFP, as listed in Section V, to develop familiarity with project. 2. Develop and Staff Project Management Plan: Support the development of a Project Management Plan (“PMP”) by the Authority and Technical Consultant to ensure that the CHFP goals and deliverable deadlines are met. 3. Document Control: Support the Authority in the organization and maintenance of systems and digital infrastructure necessary to ensure document and information security, access control, version control, efficiency, and immediate access to drafts, documents, data, and all other CHFP information for authorized Authority staff. 4. Scope Management: As directed by the Authority, assist the Authority to develop, review, and refine task scopes for the technical work. 5. Cost Management: Review all invoices submitted by Technical Consultant on behalf of the Authority and recommend them for approval, partial approval, or resubmission. As instructed by the Authority, submit reports to the Authority on the Project’s actual expenses to budget and advise on any changes required. Provide financial analysis and cost estimation for project changes, as deemed necessary by the Authority. 6. Grant Management: Prepare monthly and quarterly reports as required by Federal Agencies responsible for administering any grant funds awarded for the Project. 7. Change Management: Support the Change Order process during Project execution, and ensure all changes meet all applicable procedural requirements and are approved by the Authority, as required, and incorporated into the CHFP budget and schedule. Support services shall include, but are not limited to: a. Facilitating the exchange of information between the Technical Consultant and the Authority b. Coordinating with internal Authority resources to ensure all change orders are handled properly.
