Introduction: The Office of Acquisition Management (OAQ), Investigations and Operations Support Division (IOSD), is issuing this Sources Sought Notice on behalf of the Office of the Principal Legal Advisor (OPLA) as a means of conducting additional market research to identify potential small businesses capable of providing Continuing Legal Education Services.
Description of Requirement: The Office of the Principal Legal Advisor (OPLA) has a requirement to obtain the services of a single web-based Continuing Legal Education (CLE) provider for 1,500+ licenses. See Attachment 1 - Statement of Work (Draft) for specific requirements and tasks. Interested parties must be able to perform all requirements/tasks identified in the statement of work. The anticipated period of performance is one (1) twelve-month base year and five (5) twelve-month option years.

Submission of Vendor’s Qualification and Experience: Interested parties are requested to respond to this notice with a submission of the company’s qualifications and experience in response to this notice and Attachment 1. Responses must be submitted in size 12 Times New Roman font with single spacing and 1” margins. The white paper shall include the following:
- Cover page (maximum 2 pages)
At a minimum, interested parties shall provide and include the following:
- Company name, addresses, website address
- Point of contact name, phone, and email address
- Business size and socioeconomic status (e.g., small business, woman-owned, veteran-owned, etc.)
- SAM UEI number
- Current business size for NAICS code 541199
- What strategic sourcing vehicles (SSVs), government-wide acquisition contracts (GWACs), indefinite-delivery/indefinite-quantity (IDIQ), or other contract vehicles you are part of that are relevant to this requirement?
- White paper (maximum 5 pages).
- Describe briefly with enough information, a current and/or past contract example in the last 3 years providing the same product/services to Attachment 1. Please include the contract/task order number, agency or company, period of performance, annual and total value, the prime and/or subcontractor, customer agency or contract point of contact.
- Briefly provide your technical capabilities to meet and/or exceed the requirements outlined in Attachment 1, to include any proposed products and/or product literature.
- Can your company provide the services independently or would it require you to partner/subcontract with another company? Do you have an existing relationship in place, or would you need to establish one with a potential partner/subcontracting partner?
