Sources Sought Announcement: This is a SOURCES SOUGHT ANNOUNCEMENT ONLY , it is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources-sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential sources capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Description of Requirement: VA Long Beach Healthcare System requires a contractor for the collection, transport and disposition of scrap and miscellaneous metal to exclude toxic or hazardous waste. The contractor shall provide all labor, supervision, containers/bins, trucks, fuel and insurance to provide all services stated in this Statement of Work (SOW). The VA Long Beach Healthcare System generates scrap and miscellaneous unusable metal during routine operations. It is inappropriate and impractical to dispose of these products through normal waste disposal as they are bulky and increase waste disposal requirements. Additionally, the scrap and miscellaneous metal can be recycled to provide alternative revenue. Important Information: The Government is not obligated to - nor will it pay for or reimburse any costs associated with responding to this sources-sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 562920 ($25 Million). STATEMENT OF WORK (SOW) GENERAL: VA Long Beach Healthcare System requires a contractor for the collection, transport and disposition of scrap and miscellaneous metal to exclude toxic or hazardous waste. The contractor shall provide all labor, supervision, containers/bins, trucks, fuel and insurance to provide all services stated in this Statement of Work (SOW). BACKGROUND: VA Long Beach Healthcare System generates scrap and miscellaneous unusable metal during routine operations. It is inappropriate and impractical to dispose of these products through normal waste disposal as they are bulky and increase waste disposal requirements. Additionally, the scrap and miscellaneous metal can be recycled to provide alternative revenue. PERFORMANCE REQUIREMENTS: The contractor will provide bins for the collection of scrap and miscellaneous metal. Location Size Contents East side of Bldg 149 40 Scrap metal South side of Bldg 7 40 Scrap metal The contractor will replace full bins with empty bins on an as needed basis (approximately once per month). The contract will provide for up to twenty (20) pickups of each bin per contract period of performance as determined by the POC. Contractor will provide pick up within two working days of notification by the POC. Scrap metal and miscellaneous metal shall be disposed of at a permitted facility under the provisions and guidelines set forth by the California Integrated Waste Management Board. Scrap Metal and Miscellaneous Metal pickup and disposal shall be made between the hours of 7:00am to 1:00pm. Once picked up, all scrap and miscellaneous metal will be transported to a recycle point and disposed of by the contractor. All documentation associated with each pick up (weight tickets, disposal receipts, payment for recycled materials) shall be provided to the POC within 3 business days after pick-up. The trucks used by the contractor to receive and dispose of all trash shall be equipped with a hack-bell, or similar warning device to alert pedestrians and other traffic, when the vehicle is backing up. The contractor trucks shall not dispose of or drain off any liquid accumulation on VA grounds. The Contractor s personnel shall immediately clean up any spills of oil, or other fluids, caused by malfunctions of the engine or hydraulics. The Contractor s personnel shall pick-up and clean up all loose trash upon separation of each container or compactor and leave the area clean. The Contractor shall dispose of the scrap and miscellaneous metal in such a manner that shall not create conditions detrimental to public health or to constitute a public nuisance. The Contractor shall abide with all federal, state, and local laws, rules, and regulations governing removal and hauling of waste materials. Contractor owned containers shall be kept in a neat appearance, repaired and/or painted as appropriate (i.e., appearance of rust spots, stains, excessively chipped areas, punctured holes, missing covers, lids or doors, etc.). Containers not suitable because of age or condition shall be replaced within seven (7) business days from the date the notification is submitted to the Contractor by the POC or Contracting Officer (CO). The cost for replacement of broken, damaged or lost containers and/or equipment shall be the responsibility of the Contractor. The Government shall not be liable and/or billed for any replacement of broken, damaged and/or lost containers. Prior to commencement of work to be performed, the Contractor shall furnish an insurance certificate indicating that the type of coverage, worker s compensation, professional liability insurance and vehicle insurance has been obtained and that it may not be changed or canceled without a guaranteed thirty (30) day notice to the CO. The Contractor shall abide with all applicable Federal and State laws regarding liability for the injury or death of an employee in performing the work under this contract and shall hold the Government harmless against any or all loss, cost, damage, claim expense or liability for accident or injury to persons or property occurring in the performance of this contract. REFERENCE/REQUIREMENTS: The requirements of the following references must be met at all times: VA Directive 7343, Utilization of Personal Property; VA Directive 7345, Sale, Abandonment, or Destruction of Personal Property, and Utilization; VA Directive 7346, Utilization and Disposal of Personal Property Pursuant to Exchange/Sale Authority. PROTECTION OF GOVERNMENT PROPERTY: During work execution, the Contractor shall take special care to protect Government property including interior and exterior buildings, furniture, walls, baseboards, and other surfaces. Damage resulting from Contractor operations shall be repaired by the Contractor, including painting, refinishing, or replacement (if necessary), at no additional cost to the Government. PERMITS AND RESPONSIBILITIES: The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any applicable Federal, State, and Municipal laws, codes, and regulations in connection with the prosecution of the work. Contractor shall be similarly responsible for all damages to persons or property. Contractor shall take proper safety and health precautions to protect the work, the workers, the public and the property of others. Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work. Contractor shall furnish proof of guaranteed available disposal privileges with their quote. Once contract award has been made, the VA reserves the right to request proof of guaranteed available privileges from the Contractor at any time during the contract period. All costs associated with the disposal facility shall be included in the unit prices proposed by the Contractor.
