REQUEST FOR INFORMATION (RFI)
USDA RURAL DEVELOPMENT SINGLE FAMILY HOUSING (SFH)
1.0 Description
1.1 The USDA Rural Development (RD) in support of Single-Family Housing Program is seeking information on how an interested contractor could complete Recording Management Services of lien releases for eligible counties in all 50 States and all Territories.
1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the USDA RD is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on SAM. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
2.0 Background
2.1 USDA Rural Development provides direct and guaranteed loans to eligible applicants for family housing properties and municipal facilities. In support of these programs, Rural Development requires the services of qualified contractor to provide Recording Services (hereinafter “Services”), and other deliverables in accordance with the terms and conditions of this Contract. Use of recording system, including electronic recording where permitted, allows the United States Department of Agriculture, Rural Development SFH and Community Programs to establish an account for the purpose of recording real estate lien releases as needed.
3.0 Requested Information
3.1 Please submit your responses addressing the items in Exhibit B, RFI Questions attached. “Do not send pricing, marketing materials, brochures, pamphlets, etc.”
3.2 Your response will assist the Government with acquisition planning, regarding the appropriate acquisition method, contract type/pricing structure, contract line item (CLIN) structure, labor categories, NAICS, potential evaluation criteria, etc.
4.0 Responses
4.1 Interested parties, who consider themselves qualified and that can provide the services specified in the PWS are requested to respond to this RFI no later than Wednesday, 24 December 2025, 4:00 PM EST. Responses shall be submitted via e-mail to the Contracting Officers: marisol.olivera@usda.gov; james.sowden@usda.gov with a subject line indicating, “YOUR COMPANY NAME – RFI LIEN RELEASES RECORDING SERVICES”. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
