COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued.
This solicitation is being issued using full & open competition in accordance with FAR Subpart 13.5.

II. DESCRIPTION OF REQUIREMENTS FOR ITEMS TO BE ACQUIRED
a. Description of Requirement
The Naval Surface Warfare Center, Dahlgren Division has a requirement for commercial digitization services.
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), is a FEDLINK customer agency located in Dahlgren, VA. NSWCDD provides the military with the development and integration of warfare systems for the warfighter, warfighting, and the future fleet. The NSWCDD seeks to ensure efficient and cost-effective authoritative information sources and to utilize emerging technologies and partnerships to enhance and support the mission of the Naval Sea Systems Command. This digitization project will preserve the NSWCDD’s oversized microfiche collection that includes last-known copies and facsimiles for brittle microfiche.
The contractor shall create digital images and derivative PDF/A full text files for a collection of Naval Surface Warfare Center technical reports and other agency publications on microfiches. Technical reports and documents contain unclassified and classified materials with an information level of Confidential and Secret.
The objective of this requirement is to obtain contractor support for microfiche digitization that includes the following:
• Digitization of oversized 16mm, 35mm, and 105mm/COM microfiche at a FADGI 3-star performance level
• Creation of TIFF master images, searchable PDF/A derivative, and metadata
• Special handling of brittle microfiche
• Ability to handle and store classified materials at the Secret and Confidential level
• Materials pick-up and return trip.
b. Order Type
The Government contemplates award of a Firm Fixed Price-type contract.
c. Submission of Written Questions
All questions regarding this contract request shall be submitted via email to Catherine J. Campbell, Supervisory Contracting Officer, catcampbell@loc.gov and Katherine Bowen, Lead Contract Specialist, katbowen@loc.gov no later than August 1, 2025 at 12 pm ET. The Government intends to answer questions on or about August 8, 2025. Questions received after August 1, 2025 at 12 pm ET may not be answered prior to the closing date/time for receipt of responses. Quoters are encouraged to verify with the Contracting Officer that all submitted questions have been received.
d. Response Due Date, Submission Mode, and Location
Responses to this RFQ are due August 15, 2025 prior to 12:00 pm ET. Proposals received after the closing date and time will not be evaluated.

Quoters should allow ample time to submit proposals and are encouraged to submit proposals at least 24 hours in advance of the closing time of this solicitation (see above). In addition, quoters are encouraged to verify with the Contracting Officer and Contract Specialist that all submitted files have been received prior to the closing time of the solicitation.
The quoter shall ensure that messages/documents are virus-free prior to transmission. Transfer of a virus may result in non-acceptance of the respondent’s quote.
