SYNOPSIS: The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for market research purposes, from capable and reliable sources who may be interested in submitting a proposal to perform Design-Bid-Build (D-B-B) construction for the Consolidated Squadron Operations Facility at Al Udeid Air Base, Qatar.
A single firm fixed price contract will be awarded to a prime construction contractor.
PROJECT SCOPE: The scope of work for this project consists of the construction of a single story squadron operations facility at Al Udeid Air Base. This administrative facility will house six rotational flying squadrons and has an operational need for adequate space in planning, briefing and supporting operational personnel. The complete technical description of the scope of work is depicted on the drawings and within the specifications included in this contract. The project will provide an information security facility, secure room, or otherwise known as an "open storage area" (requiring IDS, access control, construction standards, telecommunications, etc.).
The Project may have several options such as: construction of Air Cooled Chilled Water HVAC System, associated electrical and plumbing systems, equipment sunshade (in lieu of direct expansion air conditioning units for M403/M506, construction of parking sunshades on first row of parking spaces, asphalt pavement (in lieu of aggregate), pavement marking for perpendicular parking stall, concrete wheel-stop, hatched markings, installation of heavy duty concrete pavement for buses, and a thickened asphalt edge, installation of a 48-hour capacity potable water storage tank (in lieu of 24-hour capacity), installation of a pre-action wet sprinkler systems in the Elec/Tele/Server rooms and Furniture Fixtures and Equipment's (FF&E).
Work shall include civil, geotechnical, architectural, structural, mechanical, plumbing, electrical, communications and fire protection system design components, the preparation of construction documents for review and approval, and the subsequent construction indicated on those drawings resulting in fully functional medical administrative facility and furnishings warehouse. Supporting infrastructure is part of the scope that includes general grading/drainage, roads, secondary electrical power distribution from the transformer to the building, water, and communications duct banks.
Period of Performance: Anticipated period of performance is 450 calendar days from Notice to Proceed (NTP) for the entire scope of work.
Magnitude of Construction Project: The magnitude of construction of consolidated Squadron Operations Facility is between $10,000,000.00 and $25,000,000.00.
PROPOSAL PROCEDURES: The Government is considering a full and open design-bid-build solicitation in accordance with FAR Part 36 and 15 procedures for this project. The Best Value Trade-off (BVTO) contracting method may be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the RFP. This acquisition will result in a single fixed price construction contract awarded based on BVTO determination.
SUBMISSION REQUIREMENTS:
a. Provide your experience completing construction of a Consolidated Squadron Operations Facility in the CENTCOM AOR: List 3-5 projects that demonstrate your recent experience and ability to perform similar scope to include construction of single story squadron operations facility, administrative facility, utilities and other infrastructure development that are required for a complete and usable CSOF.
b. Indicate whether you possess a current Qatar commercial business license.
c. Indicate your knowledge of getting base access and personnel on to Al Udeid, Air Base, Qatar
Firms submitting responses shall provide information on the projects that prove you can meet the qualifications criteria listed above, with contract number, project location, description of work, roles in the project execution and other references including subcontractors.
PROPOSAL PERIOD: D-B-B Solicitation may schedule for release on or about April 30, 2019. The proposals may be due on or about May 31, 2019. Contract award is scheduled on or about September 30, 2019.
