06/27/2022: This Request for Proposals resulted in proposals way over the amount of funds available. It is apparent from the pricing we received that need to go back and rethink our whole approach. We believe we have found another less expensive way to meet our requirements using a system that already exist at the Library of Congress by adding new modules to give us required capability. This amendment is notice that this solicitation is cancelled and no contract will be awarded from this solicitation.

Amendment 1 to 030ADV22R0021. The purpose of Amendment 1 is to add Attachment J3 - Questions and Clarifying Answers to 030ADV22R0021 03092022. Blocks under Section 11 have been checked. This is the Library of Congress, Contract and Grant Directorate on behalf of the Office of Business Enterprises, located in Washington, DC, issuance of a Request for Proposal (RFP) for a commercial off-the-shelf (COTS) solutions to manage their Cataloging Distribution Services and Duplication Services currently hosted using Microsoft Dynamics AX 2012 R3 instance (hosted on premise at the Library). The Library is open to any COTS solution that will meet the needs in the Statement of Work. A brand name or equal offering from Salesforce for the Library’s needs is:
Mulesoft- API integration, so that all the modules can communicate
CPQ- a quote management/generation application
Order Management- manages customer ordering
Tableau- facilitates analytics and data visualization.
The resulting contract will plan and transition the current system to the contractor provided software solution off-site. Only FedRAMP certified solution will be considered. It shall provide 20 subscriptions/licenses for a base plus four option years and includes a contract line item number (CLIN) for functional training of the new system in the base year. It will provides a CLIN for Operations and Maintenance System Support for the base plus four option years. An optional CLIN for system integration to the Business Enterprises’ UPS account during option year 1 or later.

(1) 12:00 moon on Thursday, March 3, 2022 for clarification questions. Please make reference to the specific section in the solicitation your a question or concern comes from if applicable. All questions and answers shalle be posted as one document on this site.
(2) Proposal due date and time is: 12:00 noon on April 05, 2022 unless extended by solicitation amendment. All proposal must remain validate until Aug 15, 2021 the date of the start of the period of performance. The actual award is expected much earlierbut is dependent on the federal budget situation.
