A. Installation Access Control Point (ACP) 1. The Contractor shall continuously provide courteous, timely service while maintaining control of all personnel and vehicles entering the installation, per the Anti-terrorism and Force Protection (AT/FP) plan provided upon award. 2. When required, the Contractor shall control all personnel and vehicles departing the installation in accordance with the AT/FP plan. Entry control requirements will vary according to Force Protection Conditions (FPCON). As a minimum, the Contractor shall be required to provide the following services: a. Ensure vehicles display valid vehicle registration decals on the license plate and applicable State Inspection stickers on windshields; b. Perform individual identification checks; c. Perform inspections of vehicles. (Level of inspection is based on FPCON measures); d. Issue ANG visitor passes at the main entrance gate; e. Direct traffic at ANG access control points; and f. Perform emergency procedures for gate closure per the CFMR/FRA/HdG AT/FP plan. B. Vehicle Inspections (VI) 1. The Contractor shall inspect all commercial and visitor vehicles before installation entry to ensure no unauthorized vehicles, personnel, or materials enter the installation. 2. The Contractor shall conduct random vehicle inspections in accordance with FPCON or as part of Random Antiterrorism measures. Inspections shall be conducted professionally, safely, and courteously while maintaining control of all personnel and vehicles during the inspection. 3. The Contractor shall supply its employees with any necessary safety equipment, materials, and training to conduct vehicle inspection. 4. The Contractor shall conduct inspections of vehicles at the designated vehicle inspection point near the ANG main entry gate following the provided DOD Guidelines and local procedures. Inspections include, but are not limited to: a. The interior of the vehicle; and b. Bed/box, trunk, trailer, under the hood, and vehicle's underside. 5. The Contractor’s inspections shall include the use of various State-supplied equipment such as mirrors. C. Visitor Control (VC) The Contractor shall continuously provide courteous, timely service while maintaining control of all personnel during required document verification and vehicle pass processing before entering the installation.
