The Government intends to award a 12 month base period and two 6-month options, sole-source, firm-fixed price modification to Chugach Federal Services, Inc., contract number FA5000-13-C-0005 for:
Installation Support Services (ISS), and Interagency Support Service, at the following remote geographically separated locations:
1) Eareckson Air Station (EAS), Shemya, Alaska;
2) Wake Island Airfield (WI), Wake Island, US Territory; and
3) King Salmon Airport (KS), King Salmon, Alaska.
The requirement consists of airport operations to include: airfield management, airfield installation monitoring and inspections, ground servicing of aircraft and static grounding/bonding, divert and emergency response operations, Bird Aircraft Strike Hazard (BASH) management, surface weather observers, and operation and maintenance (O&M) of taxiways and ramps. The contractor will also be responsible for operation and maintenance of Air Force infrastructures, roads, utility systems (e.g. power production, water treatment/distribution, and HVAC systems), vehicles, equipment, and real property installed equipment. Additional facility support services include: industrial security, fire protection and prevention services, environmental management, snow/ice removal, weather observations, logistic support, visitor support services (e.g. lodging, dining hall), mail service, and third party contractor support.
The Government is seeking information from prospective vendors who feel they have the capability to provide the ISS services. Any prospective vendors must have the capability to be fully operational at all ISS sites by 1 October 2019.
Please submit a capability statement to the Government in response to this sources sought. Prospective vendors should include a short (no longer that one (1) page) description of their company's ability to provide the ISS services along with a description of any limiting factors, caveats, or alibis, by the deadline.
This is not a solicitation therefore, the Government is not seeking proposals for the ISS contract at this time. In accordance with AFI 16-201, the Contracting Officer hereby advises foreign contractors that foreign participation is not permitted on this requirement.
The solicitation will be available through the Federal Business Opportunities (FedBizOpps) web site: http://www.FedBizOpps.gov. The site provides down-loading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely though the FedBizOpps.gov site. Interested parties are responsible for monitoring the site to ensure that they have the most up-to-date information about the acquisition.
