The solicitation for National “Parent” Mobile Food Service Unit (MFSU) support for fire suppression activities, all-hazard incidents and severity/preparedness assignments at various field locations throughout the western United States will result in commercial, performance based, multiple-award, Indefinite Delivery-Indefinite Quantity (IDIQ) contracts with fixed-price Contract Line-Item Numbers (CLIN) established for each National MFSU included in the IDIQ.
The contractor shall provide all necessary resources to provide appetizing, nutritional, well-balanced hot/cold meals, shift provisions, hot/cold can meals and supplemental items for incident personnel with all meals freshly prepared at the incident. The MFSU includes all equipment, supervision, labor, materials, and supplies to accommodate the Government’s need and must be capable of operating in adversely impacted urban areas to remote primitive locations with very limited access MFSU services in accordance with the specifications.
The services of this Request for Proposal (RFP) are being acquired under the authority of Federal Acquisition Regulations (FAR), Part 12, Acquisition of Commercial Products and Commercial Services in conjunction with FAR Part 15, Contracting by Negotiation and conducted in two phases.
- Phase 1 - National MFSU “Parent” IDIQs will be awarded to offerors with units determined technically acceptable and reasonably priced.
- Phase 2 will consist of a separate notice of fair opportunity (NFO) evaluated using a LPTA selection process for solicited DDP TOs. The NFO will only be issued to offerors that received a “Parent” IDIQ.
The effective period of the resultant contract(s) will be from date of contract award through December 31, 2025: At the Government’s option, the contract(s) may be renewed for additional one-year periods, not to exceed four renewal periods (5-year maximum potential contract plus an additional six months if Option to Extend Services FAR 52.217-8 is exercised).
