BACKGROUND:
As a critical com onent of United States Department of Agriculture (USDA), the Rural Development
(RD) Mission Area is driven by a mission to stimulate, grow, and protect the American rural economy
by providing loans, grants, and loan guarantees to individuals and commercial entities engaged in
the betterment of rural life.
The USDA RD Assistant Chief Information Officer (ACIO) is responsible for developing, maintaining,
and operating enterprise-level solutions in support of all RD business users. These include:
Business Center (BC), Innovation Center (IC), Office of External Affairs (OEA), Civil Rights
Office, Chief Risk Office, Rural Business and Cooperative Service (RBCS), Rural Housing Service
(RHS), and Rural Utilities Service (RUS). These business areas function to support the delivery of
RD loan, grant, and technical assistance programs to rural communities.
RD intends to collaborate with the PMO to establish an Indefinite Delivery Indefinite Quantity
(IDIQ) to address the requirement identified above in the SUBJECT. IDIQ Task Orders are likely to
vary in size, scope, and frequency, and may provide the following services On-Prem and in
Salesforce environment for Cybersecurity, Compliance, Quality Assurance and Surge Support Services.
IDIQ Task Order(s) are likely to vary in size, scope, and frequency. The scope of the IDIQ Focus
Area(s) for this requirement shall include:
• IDIQ Focus Area 1: Cybersecurity, Information Assurance and Risk Management Services
• IDIQ Focus Area 2: Compliance and Assessment Services
• IDIQ Focus Area 3: Quality Assurance and Testing Services
• IDIQ Focus Area 4: Surge Support Services for Modernization Efforts
