Specifications include, but are not limited to: The successful offeror will assist STATE in designing a formal RFP solicitation for its Medicaid Expansion managed care product. STATE anticipates issuing the RFP in the latter half of 2020 in order to have a new MCO contract(s) in place before January 1, 2022. STATE expects substantial changes to the new MCO contract(s), including greater accountability, standardization, and outcomes-driven results. Therefore, the RFP must reflect revised expectations. STATE would also like to have its MCO contract(s) be more reflective of best practices in Medicaid managed care contracts that other states have implemented. The successful offeror will develop a draft of the RFP, using STATE’s template, and share it with STATE staff for feedback and revisions. The successful offeror will revise the draft RFP based on STATE feedback and submit revised drafts back to STATE until a final RFP is approved by STATE. The successful offeror will develop scoring guidelines for the RFP and develop the process and questions for onsite interviews with MCO applicants.
