Specifications include, but are not limited to: Integrated English Literacy & Civics Education. The Adult Education and Family Literacy Act (AEFLA), Title II of the Workforce Innovation and Opportunity Act (WIOA), requires state eligible agencies (STATE) to award competitive, multiyear grants or contracts to eligible providers (Sec. 231(a)). The STATE is awarding annual grants for four consecutive program years, starting on July 1, 2020 and ending on June 30, 2024, on a competitive basis to eligible providers within the State or outlying area. WIOA, along with North Dakota Century Code (NDCC 15.1-26), allow for federal and state grants to develop, implement, and improve adult education and literacy activities within the state.
