Sources Sought Notice for information on capability and availability of contractors to perform upgrade services on Minot Air Force Base's (AFB) Veeder Root TLS 450PLUS. Work will be performed at one Squadron of five (5) Missile Alert Facility (MAF) locations and fifty (50) Launch Facilities (LFs). Two additional Squadrons will be included under this contract as options. A third option for seven (7) additional Veeder Root TLS 450PLUS to be provided to the Government is also required. The locations under this contract are located in the Missile Complex at Minot Air Force Base (AFB), which is located throughout Northwestern North Dakota. Site order shall be set by the government and can be changed to meet mission requirements at no additional cost to the Government. The contractor is to perform the removal of the existing Veeder Root TLS 350 or TLS 350 Plus and replace it with the Veeder Root TLS 450Plus. The work will include the removal of the Veeder Root control console, removal of all sensors/probes/floats/alarms and applicable wiring. EMC Enclosures will be added at the LFs as well as some standardization for console placement at the LF sites. All items removed will be replaced with new versions. All wiring shall be replaced with the Veeder Root network (i.e. from the console out to each sensor, probe, alarm and switch). Wire is required to be EMI shielded cable for all probes and sensors at LFs. The contractor is to follow all Veeder Root manuals and requirements for proper installation and setup.
Contractor to supply all necessary industry standard nuts, screws, cable ties, conduit, brackets, junction boxes, etc. that are required to complete this project The requirement must have a minimum of a one-year warranty that covers any manufacturing defects. The contractor or subcontractor must have the following minimum training certificates to install and set up the equipment: Service Technician Certification and Level 1 - Installer Certification. Level 2/3 Technician Certification is required. Contractor shall have North Dakota licensed master electrician on-site working and overseeing electrical installations. The conduit must be properly sealed in accordance with the latest National Electric Code (NFPA 70) and the Code for Motor Fuel Dispensing Facilities and Repair Garages (NFPA 30A). The contractor shall comply with applicable Occupational Safety and Health Administration (OSHA) directives. Some standardization for console placement at the (LF) sites. Training must be provided date will be set by the Government. The contractor must submit to the Contracting Officer each employee’s personal identification information along with a legible photocopy of each employee’s government issued REAL ID, credential photo ID and a summarized list of mission essential contractor owned/leased/rented vehicles. This information should be used to prepare the contractor’s EAL. Foremen, supervisors, and superintendents must be identified as part of employee information. Identify which personnel on the Missile Field Entry Authority List (EAL) need to enter restricted areas. The EAL will be used to accomplish the restricted area entry authority list (EAL). Each Contractor will need to provide information for their own company’s EAL. Keep the number of personnel to a reasonable number to accomplish the required project. The Contracting Officer shall deny any EAL requests with excessive numbers of workers. The contractor must submit a valid REAL ID federal/state government photo identification and requested EAL information to the Contracting Officer at least (30) thirty days prior to work. All changes, additions, and/or deletions must be sent to the Contracting Officer in writing.

Important Note: There are three (3) relevant site configurations that exist depending on whether the conduit penetration for the fuel tank sensor wires is on the south wall, center of the east wall, or at the corner of the east wall. Tanks will not be required to be moved. The Contractor will re-use existing penetrations. The only change will be the box and conduit.
