Specifications include, but are not limited to: The North Dakota Department of Public Instruction (the STATE) is soliciting proposals for a vendor to assist the agency in creating and launching an effective outreach campaign for a statewide Summer Reading initiative. In an effort to reduce learning loss and enhance learning recovery for North Dakota K-12 students, the North Dakota Department of Public Instruction will lead a statewide Summer Reading initiative to: 1. Increase the number of students who read during the summer (we do not currently have a baseline measure for this outcome but will evaluate against our partners’ past participation rates). 2. Increase the time students spend reading during the summer (we do not currently have a baseline measure for this outcome but will evaluate against our partners’ past participation rates). 3. Enhance book access for students. 4. Provide grants for school and public libraries that make substantial efforts to support summer reading. Campaign elements will include: • Brand development (logo, graphic design for printed materials, social media, etc.) • Some professional portrait photography for printed and digital materials • Radio production and associated media buys • Video production for use via social media and local access channels • Public relations services such as press releases, media and interview coordination/facilitation, etc.
