Valley City State University (VCSU) will coordinate and deliver flexible, responsive implementation support, technical assistance, and applied research to advance personalized learning across North Dakota. Work will be reviewed quarterly with NDDPI to evaluate progress, refine priorities, and ensure continuous improvement. VCSU in collaboration with the North Dakota Network for Personalized Learning (NDNPL), housed at VCSU, will serve as the statewide hub and the primary vehicle for delivering these services. The project goals are divided into six broad categories of work. A common scope of work (SOW) is provided that applies across all six categories—Vision, Leadership, Teaching, Partnerships, Policy, and Research. Vendors may submit proposals for individual deliverables within a category, for an entire category, or across multiple categories.
