Responsibilities of the CONTRACTOR: To better assist communities, the CONTRACTOR must have demonstrated, or be capable of demonstrating, the ability to communicate ND Century Code pertaining to county and township zoning to include how townships enact their authority, how townships delegate their authority, and the differences between zoning and floodplain zoning authority. The CONTRACTOR shall also have a general understanding of the NFIP, the benefits of participation, and agree to provide general information without persuading or influencing the community’s decision-making process. The CONTRACTOR will provide technical assistance, respond to questions, review documentation, make determinations on the sufficiency of the information presented, and offer resources to assist communities in making decisions. Provide any community interested in participating in the NFIP with an application, resolution, and model ordinance necessary to join the NFIP. If a completed application package is provided to the CONTRACTOR, this information should be forwarded to the STATE within one week of receipt. Notify in writing all cities, counties, and townships to inform them what the new laws require of them.
