Consultant to assist Upper Great Plains Transportation Institute’s Advisory Council with the development and execution of a comprehensive Strategic Plan. The chosen firm should have good understanding of the local, North Dakota and Midwestern culture. The objectives and tasks must include the following. Develop an understanding of the organizations involved and their interrelated missions. Meet with the Director of the Upper Great Plains Transportation Institute and the chair of the Advisory Council to develop an understanding of the Institute’s mission and its roles in the state and the organization and functions of the Advisory Council. Meet with the leadership of North Dakota State University to understand the roles of the Upper Great Plains Transportation Institute within the overall mission of NDSU. Meet with the Advisory Council and UGPTI leadership on October 3, 2025, in Fargo to gather input on the desired goals and outcomes of the strategic planning process. Develop a timeline for subsequent steps in the process, which must include a strategic planning session. Facilitate a one-day strategic planning session in Bismarck.
