Specifications include, but are not limited to: The successful vendor must have the ability to manage the volume of employees in the testing pool of NDHP. The successful vendor must have a proven method and system in place to facilitate the NDHP controlled substance (urine) testing and alcohol (breath) testing program and to accommodate the noted testing locations. Controlled substance tested for will be at a minimum but not limited to: 6-Mono-Acetylmorphine, Extended Amphetamines, Cocaine, Marijuana, Methylenedioxymethamphetamine, Opiates, Phencyclidine, and Alcohol. The successful vendor’s tests will consist of a non DOT testing. The successful vendor’s program must include a random testing methodology. The successful vendor will provide the Administrative Services Division Commander the names for the random alcohol and controlled substance testing at a minimum of twice a calendar year. This should be administered from the testing pool at a rate of 30% for drug testing and 20% for alcohol testing. The successful vendor shall also provide 10 alternate names in case a selected individual is unable to test. These names must be sealed in an envelope marked as “CONFIDENTIAL” and addressed to North Dakota Highway Patrol, Administrative Services Division Commander, 600 East Boulevard Ave. Dept 504, Bismarck, ND 58505-0240. The successful vendor must have a facility available, in one of the eight major North Dakota cities (see Bid Response), to provide “For Cause Testing” in accordance with NDHP Policy 6-14. All sample collection will be performed at these designated sites.
