1.1 Landfill Infrared Imagery This service is on an as requested basis. The Contractor shall use a drone or UAV to fly the Landfill property with an infrared camera to identify areas that may be generating heat. An electronic and hard copy of the resulting image shall be provided to the County. The electronic thermal image file shall be provided in .tiff, .jpeg, or other engineer-approved file format. A hard copy print, at least 17” or 11” in size, shall also be provided for each infrared image request and include a legend, imagery date, scale bar, and north arrow at a minimum. 1.2 Operations Waste Grade and Limit Staking This service is on an as requested basis. The Contractor may be requested by the County from time to time to establish staking to identify the elevation of top of waste and daily/intermediate cover within the current active waste cell, limits of waste, or some other feature. Staking coordinates and top of waste elevations will be provided by the County’s engineering consultant. This field work will likely take less than eight hours to complete (i.e., on day). Estimate should be provided on a time and expense basis. Copies of field notes (PDF form) along with an excel spreadsheet (in comma-separated values or .csv format) providing the surveyed northing, easting, plan elevation, surveyed elevation, the difference in elevations (i.e., cut/fill), and point description shall be provided to the County’s engineering consultant within five business days of work completion. All coordinates shall be provided in accordance with horizontal and vertical datums provided. 1.3 Annual Report Survey The Contractor shall complete the following subtasks to assist the County in completing annual reporting requirements to the North Dakota Department of Environmental Quality (NDDEQ). 1.3.1 Topographic Survey and Aerial Photography By October 15, the Contractor shall complete a topographic survey of the Landfill property including the municipal solid waste landfill, the inert waste landfill, and any soil borrow or stockpile areas. UAV or drone technology is acceptable for this subtask. Work shall be coordinated with the Solid Waste Director or Landfill Operations Supervisor beforehand. Subtask will include confirmation of control points, review of previous year’s methods, and identification of points to be set. Survey shall be tired into existing control network. A contour topographic map of the fill surface of the landfill shall then be prepared. The site coordinate system shall correspond with the site horizontal and vertical datums provided and the contour interval shall be 2-feet. The Contractor shall also identify and record the in-place edge of waste limits. In addition, the Contractor shall use a drone or UAV to collect an aerial photograph of the entire Landfill property. A draft image will be provided to the County for approval in electronic format (.tiff, .jpeg, or other engineer-approved file format). Once completed and approved, the Contractor will provide the County with a laminated 24-inch vertical by 36-inch horizontal photograph print suitable for wall hanging. The print shall include the imagery date, scale bar, and north arrow with the aerial photo. The laminate shall be designed for use with dry erase markers. An electronic file (AutoCAD v.2018 .dwg file or compatible) of this annual topography plan as well as a LandXML (.xml) surface file shall be provided to the County’s engineering consultant by November 1 of each year in draft form for review. One (1) signed copy (11’ x 17”) of this plan set will be provided to the County and an electronic file (AutoCAD v.2018 .dwg file or compatible) will be provided to the County and the County’s engineering consultant in final form by November 15 of each year.
