The contractor will be required to provide the following to achieve the objective of this project: 1. Develop a Project Management Plan as detailed in E. of this section. This includes, but is not limited to: a. Contract schedule, including a work breakdown, schedule of tasks and activities, and identified progress milestones. b. Communication plan, including protocol for how issues will be discussed should challenges arise 2. Preplanning and strategy for the grant proposal response. This includes, but is not limited to: a. Identify the objectives of the grant, what it intends to achieve or support, and who it is available to b. Determine the amount of funding available, allowable uses of funds, and whether it is an ongoing grant opportunity c. Review the grant application guidelines and time-specific requirements for requesting funds, reporting, and performance period(s) d. Advise the STATE of issues and/or concerns in relation to the specific project and grant application e. Assist with determining STATE needs for staff to support the grant and what ongoing maintenance is necessary for the grant. f. Gather data (locate, identify, research, collect, and analyze) for application preparation g. Develop language for the grant application narratives and data (i.e. charts, tables, and diagrams to illustrate data) 2. Prepare grant application with all required documents and budget considerations This includes, but is not limited to: a. The timeline to write the grant application will depend upon the deadline dates b. Define the goals the STATE plans to achieve through the grant c. Develop measurable methods by which the grant opportunity will be monitored d. Outline what processes or requirements are necessary for each phase of the grant opportunity and, in collaboration with the STATE, identify STATE personnel responsibilities e. Identify monitoring and audit requirements necessary for the State f. Identify all statutes or rules that will apply to the grant g. Provide narrative drafts electronically in Microsoft WORD format h. Utilize the following timeline unless constraints dictate otherwise: i. Draft grant applications will be due back for review no later than two (2) weeks before deadline for submission ii. STATE will provide comments back to the contractor within one (1) week iii. Contractor will make corrections/changes to the draft grant application iv. Contractor will complete the writing of the final grant application and provide the final version to the STATE five (5) days or more before the deadline for submission v. Prepare the submittal package (grant application, forms, budget and other supporting materials) and instructions for the respective Participating Entity to submit the grant application...
