Specifications include, but are not limited to: Contractor shall use its expertise and professional judgment in serving as a Reviewer for the Comprehensive Literacy State Development Grant Application. Reviewers will be trained on essential elements of the application and the process for scoring, which will include defining the terms in the scoring rubric. Reviewers will participate in virtual Review Process Training on Tuesday, February 25, 2020 from 1-3pm (C.T.). Reviewers will be compensated $35.00 per hour for Review Process Training. Reviewers will receive the Grant Applications through the WebGrants system no later than March 2, 2020 and return reviewed and scored Grant Applications no later than 5pm C.T. Monday, March 23, 2020. Contractor will be compensated $150.00 for each Grant Application. Reviewers will: Not be in any part connected or have provided service to any CLSD Grantee submitting a grant application; Participate in Virtual Review Process Training: 1-3pm (C.T.) Tuesday, February 25, 2020; Read, review, and score CLSD grant applications using the Application Scoring Tool; Complete all assigned application reviews; Provide comments and feedback; Return all scored CLSD Grant Applications through the WebGrants system 3.02 Experience and Qualifications NDDPI is seeking experts who can do the following: 1) Demonstrate knowledge of literacy research supported by various levels of evidence, according to ESSA definitions; 2) Have experience improving language and literacy practices of teachers and other instructional staff; 3) English Language Arts teaching experience; 4) Have experience in instructional leadership or administration; 5) Have experience or expertise in early childhood; or; 6) Are familiar with screening, diagnostic, progress monitoring, and outcome literacy assessment instruments.
