Specifications include, but are not limited to: Vendor will provide consulting services as an Empowerment Evaluator. Responsibilities include: a. Consultation for statewide system evaluation capacity for sexual violence. b. Conduct a state level capacity assessment. c. Assess the statewide data systems. d. Assess the access to the statewide data systems. e. Create a system level evaluation plan. f. Assess inter-agency partnerships that facilitate evaluation activities. g. Create an assessment tool in collaboration with the Injury Prevention and Control Division. h. Conduct an inventory of funded local domestic violence/rape crisis programs. i. Assess local program goals and objectives. j. Conduct research into local funded program implementation of prevention strategies, i.e. length of time of implementation, outreach, number of individuals that have been impacted by strategies, etc. k. Conduct a cost analysis of prevention strategies. l. Assess the current budget for evaluation of prevention strategies. m. Provide technical assistance and training to local funded domestic violence/rape crisis agencies on primary prevention, risk and protective factors for sexual violence perpetration and victimization, principles of effective prevention programs, community engagements strategies, and developing culturally relevant strategies. n. Participate in meetings as requested by the North Dakota Department of Health. o. Demonstrate effective verbal and written communication skills. p. Demonstrate ability to understand primary prevention principles for sexual violence. q. Participate on the North Dakota Intimate Partner and Sexual Violence Prevention Team and the State Capacity Building Team. r. Complete all required assessments by May of 2013. s. Complete annual report by December of 2013.
