Please note: This is a Sole Source Notification. NDDPI Office of Specially Designed Services intends to enter into a non-competitive agreement with Data Driven Enterprises for services related to data collection, analysis, and evaluation measures tied to Indicator Data and graduation and dropout metrics. Data Driven Enterprises developed an evaluation approach to assess the effectiveness of University Startups, a secondary transition curriculum, which is being implemented across 25 North Dakota special education units during the 2025-2026 school year. The evaluation will determine whether the curriculum improves outcomes for students with disabilities and will inform future funding decisions which aligns with GRAD 701 Grant initiative, Indicators 1,2, 14, and 17. Data Driven Enterprises has been a trusted partner of NDDPI Office of Specially Designed Services since 1996, and has provided consistent, high-quality support across federally mandated initiatives such as the State Performance Plan/Annual Performance Report (SPP/APR), the State Systemic Improvement Plan (SSIP), and the State Personnel Development Grant (SPDG). Their extensive involvement in Indicator Data, including graduation and dropout data systems, has positioned them as the architect and steward of many of the tools and methodologies currently in use.
