Specifications include, but are not limited to: Purchase Description: The State of North Dakota acting through its Office of Management and Budget, in coordination with the Department of Emergency Service, intends to secure the services of a contractor to consult and facilitate coordination of long-term recovery initiatives for the state and affected local governments based on the 2011 Flood Disaster and to assist the state through the Department of Emergency Service to conduct a study of flood response measuresand mitigation coordination that reduce impacts of future flooding. Scope of Work: The contractor will serve as a consultant providing technical assistance for state and local government agencies and cover a broad range of consulting services, including strategy development, program planning, auditing and evaluation, executive management coaching, policy and regulation development. The contractor will interface and coordinate with state and local governments as approved by the state, as needed to provide strategic advice, direction to the project teams,and facilitate high-level meetings and briefings of senior officials. The contractor will assist the state with developing deliverables, such as reports and assessments as appropriate. And, when directed, represent issues with other senior executive officials at the local, state, and federal level.
