Site Assessment & Data Gathering Review existing documentation, plans, previous assessments (if available), maps, utility infrastructure, and facility inventories to better understand the buildings’ history and condition. Conduct site and building visits to conduct a thorough visual evaluation of current conditions of buildings (interior and exterior), infrastructure, circulation patterns, and land use interfaces. Repairs and Replacement: provide specific commentary on any necessary repairs, replacement, or restoration of the existing site and building, including identification of issues that may require more intensive evaluations and analysis. Meet with STATE staff and key stakeholders to understand vision, goals, and constraints. Property Subdivision Strategy Develop and evaluate options for how the 40-acre site can be logically and efficiently divided. Recommend a preferred boundary for the portion to be decommissioned and transferred. Address legal, access, and utility implications of the subdivision. Site Planning & Concept Design Prepare a conceptual site plan that includes: Ingress and egress points for both the retained campus and the transfer parcel. Internal vehicle and pedestrian circulation patterns. Buffers and transitions between land uses (e.g., agency operations vs. new development). Orientation of remaining campus buildings toward a new consolidated entrance. Opportunities for shared infrastructure or coordinated development between parcels. Coordination with Local Entities Collaborate with the local economic development entity(ies) to ensure alignment of the site plan with their development goals and constraints. Incorporate feedback from the local jurisdiction, as appropriate (e.g., planning/zoning staff).
