Specifications include, but are not limited to: Scope of ServicesUnder the terms of this agreement, the CONSULTANT will provide Engineering, Environmental and ReviewServices in the support of the engineering design and development of transportation facilities and other designservices for the DEPARTMENT under limited supervision and on an "On Call" basis. The scope of Work for thevarious Project Task Orders may include, but is not limited to, the following:A. Perform Quality Assurance (QA) reviews of the Erosion, Sedimentation, and Pollution Control Plans(ESPCP) prepared by the Department.1. Provide a thorough QA review of the complete ESPCP including the design of ditch protection,sediment basins, Notice of intent (NOI), special provisions, and environmental document prior tothe Final Field Plan Review (FFPR).2. Review the ESPCP and related documents to verify adequacy and compliance with Departmentpolicies and state and federal laws, rules, regulations, and applicable permit and variancerequirements including but not limited to:a. National Environmental Policy Act (NEPA).b. Georgia Environmental Policy Act (GEPA).c. National Pollutant Discharge Elimination System (NPDES).d. Georgia Erosion & Sedimentation Act (GESA).e. Georgia Water Quality Act (GWQA).f. Clean Water Act and Endangered Species Act.3. Pick up all QA review project plans and materials from the Department s general office location.Upon receipt of the project plans, the Consultant will document the date received and verify that allnecessary materials have been provided. The Consultant shall coordinate as necessary with theDepartment s applicable project managers to obtain other necessary materials. Prior to performingthe QA review for a project, the Consultant shall prepare and submit, via email, a man-hourestimate to the task order project manager for review and approval prior to commencing any work.4. Identify non-compliant aspects of the ESPCP and recommend modifications or enhancementswhen needed.5. Provide a written report documenting the findings of the QA review and all recommendations ofactions to be taken.6. Visit each "project site" and review the entire project limits including all right-of-way and easementareas to verify all state waters, waters of the U.S., buffers, and Environmentally Sensitive Areas(ESA) are properly identified on the ESPCP and Construction Plans.
