Phase One – Programming, Basic Design, and Schematic Design The selected design team shall provide comprehensive programming, basic design, and schematic design services for each individual project. Upon completion of these services, each project must be formally presented to OMB – Facility Management for initial review and approval. Following OMB – Facility Management approval, the design team will be responsible for presenting the project to the Capitol Grounds Planning Commission for final review and authorization. No project may advance to Phase Two without receiving full approval from both entities. It is anticipated that projects will be presented on a staggered timeline. Priority shall be given to the highest priority projects, which should be completed and presented as soon as they are ready. The remaining projects will follow in sequence, with presentations scheduled based on the cost estimates and readiness of each project. Phase Two – Design Development, Construction Documents, and Construction Administration Upon receiving approval in Phase One, the design team shall proceed with design development and preparation of construction documents for each approved project. Procurement and construction phase services shall only be initiated for projects that can be completed within the allocated budget. Priority will be placed on the most critical projects, which should be executed first. Phase Three – Legislative Appropriation for Unfunded Projects Projects that cannot be fully executed due to budget limitations will be deferred for consideration during the 70th Legislative Assembly in 2027. At that time, additional appropriations may be requested to support completion during the 2027-29 biennium. Any associated fees for these deferred projects may be renegotiated with the design team, subject to legislative approval and funding availability.
