Specifications include, but are not limited to: The consultant will provide a finished 2012-2016 North Dakota OHV Program Strategic Plan to the State and is responsible for conducting the required surveys, survey analysis, gathering stakeholder input and all writing, editing and graphic design. Strategic issues will be determined through a statewide survey of registered OHV owners, with a margin of error less than 5%. In addition, input must be gathered from OHV dealers, clubs, recreation providers and other stakeholders (including key North Dakota Parks and Recreation Department staff). The consultant will determine the best survey methodology to achieve the goals of the survey and will prepare draft survey questions which will be reviewed by the State. Those questions will be used to craft the final survey distributed and collected by the consultant. The consultant shall be given past OHV Program surveys and strategic plans to aid in development of the strategic plan and survey Once survey data and other stakeholder input has been gathered and analyzed strategic issues are to be identified and objectives and goals must be developed. The final document must follow a format similar to the previous two plans and should be graphically appealing and be easily understood by the public. The final document must include an introduction and summarize the methodology, survey findings and resulting goals and objectives in a format suitable for publication on the States website. In addition, 50 printed, bound, color copies must be delivered. To compliment the completed strategic plan, the consultant will develop a PowerPoint presentation which highlights key survey findings as well as the resulting objectives and goals.
