Specifications include, but are not limited to: The Governor's Highway Safety Association (GHSA) Consulting Services Initiative (CSI) will provide specialized services to the NDDOT Safety Division (the State Highway Safety Office, SHSO) to assist to develop a program of outreach coordinators to advance North Dakota's Vision Zero initiative to reduce motor vehicle crash fatalities and serious injuries to zero. The NDDOT Safety Division will be hiring four outreach coordinators to advance Vision Zero to the local level. Consultant activity will include the development of performance plans that include a scope of work, performance measures, and training needs and delivery to assure optimum performance and outcomes for the outreach coordinators in addition to the following elements: Aligning the SHSO’s mission and vision to the North Dakota Strategic Highway Safety Plan, while at the same time recognizing the office’s behavioral focus and grant-making responsibility; Establishing individual staff and divisional (program, operation, finance) performance goals that not only link to plan goals, but also affirm how each position and division within the SHSO contributes to the organization’s role as North Dakota’s safety champion; Obtaining and analyzing critical information about the relationship between the SHSO and its grantees, as the latter are tasked with selecting and deploying countermeasures that directly impact achievement of the former’s strategic planning goals and objectives; and Monitoring and reporting progress so that course corrections can be made, and gains celebrated in collaboration with grantees and other critical partners, while ensuring compliance with strict federal grant management requirements.
