Specifications include, but are not limited to: The City of Raleigh seeks adaptive reuse concepts for a City-owned site located at 230 E. Martin Street, on the eastern edge of Raleigh’s Downtown Business District, also known as the Esso Station (c.1915). Originally a gas station and then used as a dry cleaner in the 1970s, the site was most recently used as a horse barn for the police. The City Planning Department is issuing this Request for Expressions of Interest (RFEI) to gauge and assess private market interest of the site, both for profit and nonprofit purposes, and to identify the best reuse concept(s) for the site, while simultaneously meeting the goals and objectives of the mission of the City of Raleigh to improve the quality of life for Raleigh residents.
