Pursuant to N.C.G.S. § 143-64.31, Transylvania County (“County”) is requesting a Statements of Qualifications (SOQ) from qualified, engineering firms registered and operating in the state of North Carolina. This request is to provide a comprehensive study of the of the operation methods of Transylvania County Landfill, as well as provide a direction for the future of the landfill operation, design and construction oversight needs. Responses to the RFQ will be used to determine the relative qualifications of various firms to perform the scope of work and tasks specified. The County is seeking a firm/organization with demonstrated experience in the process of studying landfill operations, knowledge of alternative methods for the future needs of solid waste, cost analysis of those methods, and an in-depth analysis of the site to confirm a future of the specified location Provide professional services for the study of Transylvania County Solid Waste • An evaluation of current operations methods • Provide alternative methods for solid waste management for the facility for the next thirty years. • A cost and operation analysis of methods such as a landfill operation versus a transfer site. • Evaluation to determine if the site is suitable for future build • An assessment of remaining useful life of the site • Design and Construction
