Specifications include, but are not limited to: 1. Activities contained in the HMGP and/or CDBG-DR Project are as follows: a. Acquisition of approximately eighty-four (84) properties in the HMGP Project flooded by Hurricane Matthew in October 2016. The HMGP acquisition process is expected to begin in October 2018 and be completed by June 2020. b. Acquisition of properties in the CDBG-DR Project in accordance with NCEM guidelines. The CDBG-DR acquisition process is expected to begin by the end of 2018 and be completed by the end of 2023. Exact number of acquisitions is unknown now. c. County may decide to select more than one attorney to complete legal work and acquisition of parcels as soon as possible. Attorneys to be assigned groups of properties to acquire. Actual number of properties to acquire could vary depending on owners who withdraw during the acquisition process. 2. Legal services required to implement the HMGP and/or CDBG-DR Project shall include: a. Perform title searches (minimum 30-year) to determine legal ownership. b. Prepare preliminary title opinions identifying ownership, legal boundaries, easements, liens and encumbrances. c. Perform real estate closings regarding acquisitions, including preparation of HUD-I closing form, deed of conveyance and required deed restriction for County ownership of the property. Record deed after closing. d. Attorney shall prepare a full meets and bounds property description, if required by attorney. In most cases, closing attorney will reference recorded survey in deed of conveyance. e. Provide title insurance and the final title opinion after closing.
