Specifications include, but are not limited to: A feasibility study to evaluate the corridor’s ability to accommodate dedicated bicycle and pedestrian facilities and to maximize its potential as an integral segment of the ECG and state bike route system. The feasibility study should accomplish the following: Identify opportunities and constraints to implementing the greenway through parcellevel analysis of topographic and environmental characteristics, existing and planned land use, planned transportation improvements, and other relevant information. Engage major stakeholders from Brunswick County, Town of St. James, Town of Oak Island, City of Southport, ECG Alliance, Cape Fear RPO, NCDOT, adjacent property owners, bicycle and pedestrian groups, and the general public. Provide multiple alternative alignments and designs with accompanying planning-level cost estimates. Provide a recommended alignment/design with recommended implementation strategies, including funding, phasing, maintenance, etc. Provide a written draft report for review by stakeholders and the general public, and a final written report.
