Specifications include, but are not limited to: Develop an ideal candidate profile and strategy for carrying out the recruitment process, involving outreach to encourage applicants from diverse backgrounds to apply. Draft a recruitment profile based on the existing job description, discussions with staff, and previous search histories. Recruitment profile shall include information on the community and government, such as demographics and structure, and shall also contain position specifications. Position specifications shall describe the responsibilities, title, reporting relationships, compensation/benefits, education and experience requirements of the position. Review County plans, priorities and goals, organizational structure, budget and identify the appropriate executive professional qualities and skill sets desired.Clearly define any special requirements and screening criteria and establish search deadlines and reporting arrangements. Create a schedule of recruitment with a timeline of review, interview, and selection.Identify potential contacts and conduct personal outreach recruiting, including posting the position through available national, state and local outlets. Design recruitment strategies, a recruitment brochure, recruitment letters, supplemental application forms and any other materials appropriate for the County, using information gathered. Confirm and incorporate an agreed timetable and provide regular updates on the progress. Provide progress reports as mutually agreed between the Contractor and County Manager, as necessary. Review resumes for background, credentials and experience followed by telephone interviews to clarify each applicant’s experience and to prepare a written summary for not more than 5 of the most professionally attractive candidates to the County Manager. In addition, a written summary report shall be provided to the County Manager listing all qualified candidates for the position. The Executive Search Firm shall carefully compare the candidates’ qualifications against the requirements for the position as approved by the County Manager. The firm shall, on behalf of the County, respond to all candidates who apply and shall evaluate finalist candidates by conducting telephone interviews to obtain a thorough understanding of their accomplishments, capabilities, and potential and in-depth background checks with individuals who are or have been in a position to evaluate the candidates’ performance on the job. The method of qualification shall be mutually agreed to between the Contractor and County Manager.
