Specifications include, but are not limited to: This Request for Proposal (RFP) is issued by the North Carolina Department of Health and Human Services (NC DHHS) Division of Social Services (DSS) for a firm fixed price (FFP) Proposal for a Prime Contractor Systems Integrator (PCSI) to bring an experienced team to develop, configure, and implement new and existing modules and capabilities for NC’s future state Child Welfare System. The future state Child Welfare System will be the mission critical decision support system for the DSS Child Welfare Program. The design, enterprise agile development, and deployment of the future state Child Welfare System will need to be responsive to the diversity in the size of North Carolina counties, the varying levels of local investment in child welfare services, and the variations in child welfare staffing resources. Although county agencies follow consistent NC DHHS Child Welfare policies and requirements, County Departments of Social Services’ operational models vary in the planning and delivery of services. Such variations include, for example: the capability of some counties to have specialized Child Welfare Services staffing models and teaming for the life of the Child Welfare case and services and the approach by other counties where staffing models have staff fulfill a variety of roles in the delivery of child welfare services. Counties are currently using a variety of technology support for their child welfare program.
